This paper describes the scenario that led to two unique thermal storage systems at a California state university: one for heating and one for cooling. The low-temperature water storage tank provides about 36,000 ton-hours of chilled water. The high-temperature storage system provides 150°F (66°C) water for campus heating. The solution--low-temperature chilled water storage, medium-temperature heating water storage, and heat pump--is particularly interesting because of the high electrical rates in Southern California. This paper provides background on why the system was installed, its installation, and its performance since installation. Particular emphasis is placed on the ability of the system to meet environmental concerns unique to the Southern California region.
