A Wisconsin utility is conducting a "Smart Money" program, through which rebates are offered to customers who install energy-efficient appliances or measures. In addition to standard rebates that are offered for specific conservation measures, custom rebates are offered for any demonstrable means of achieving conservation. The allowable rebates are based on the energy savings and the peak demand savings° When credible engineering estimates of the savings cannot be made due to uncertainties of equipment performance or the customer’s patterns of usage, end,use metering is performed prior to and after the installation of the conservation measure, and the custom rebate is calculated from the results of the metering.

Two grocery stores used end-use metering to calculate rebate levels for efficiency improvements to their refrigeration systems. These analyses are described in this paper. The results of the analyses show significant savings due to the installation of the conservation measures. These results are then compared with the whole customer billing records to determine if the savings from a single end use can be measured without resorting to end-use metering.
