Studies on the technical and economic feasibility of converting buildings in downtown St, Paul to hot water district heating were completed in 1979 and 1980. A detailed engineering analysis was later conducted for conversion of the Ramsay County Courthouse/St. Paul City Hall at Kellogg and St. Peter Streets. The analysis had to define the following:

  1. The economic feasibility of converting the total steam heating system for a 365,000 square foot building to hot water district heating.
  2. The advantages and cost savings in upgrading and modernizing the heating and ventilation system for a 60-year-old building.
  3. The logistics for maintaining the daily functions and operations of the building.
  4. Implementation of the study and the resulting energy conservation and reduced maintennace.
