1. Scope

1.1 These guidelines are intended to provide guidance to considerations in designing, constructing, and operating indoor arenas with respect to spectator safety.

1.2 These guidelines are intended to reduce the risk of injury to spectators and non-participants due to objects leaving the playing surface during the normal course of an activity.

1.3 These guidelines are intended to be used by indoor arena owners and operators, architects, planners, engineers, construction companies, construction contractors, and appropriate inspectors involved in the design and construction of new indoor arenas.

1.4 These guidelines do not address federal, provincial, municipal, or other acts or regulations governing such areas including, but not limited to, building and fire codes and occupational health and safety codes.

1.5 These guidelines do not provide guidance with respect to participant safety.

1.6 In CSA Standards, "shall" is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the Standard; "should" is used to express a recommendation or that which is advised but not required; and "may" is used to express an option or that which is permissible within the limits of the Standard. Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material. Notes to tables and figures are considered part of the table or figure and may be written as requirements. Legends to equations and figures are considered requirements.
