Over the life of this plant, Boyle has been retained to provide assistance in numerous projects related to the operation, maintenance, enhancement and rehabilitation of the City of Dunedin's Membrane Softening Water Treatment Plant (MSWTP). More specifically, desk-top studies, pilot-testing, performance modeling and/or data reviews have been used to continually evaluate the condition of the membrane process and review performance relative to water quality and production goals. The MSWTP has historically experienced chronic problems related to fouling with chemical cleaning frequencies typically ranging from one to four weeks. The City of Dunedin (City) has performed numerous investigations, most of which lead to the implementation of performance enhancing modifications. These efforts have gradually lead to marked increases in the operational run times between chemical cleaning and cartridge filter media replacement which are now approaching three to four months. The City's commitment to improving performance has lead to a MSWTP, which operates reliably at minimal cost. This paper provides a case history of the MSWTP's water quality and production trends, including biological fouling control efforts, the pretreatment systems improvements, pilot testing, membrane autopsies and replacement activities.
