Many innovative energy-saving strategies have beenimplemented in energy-efficient and sustainable buildingdesign to reduce overall energy use and operational cost.However, measurement of the actual energy usage and verificationof implemented energy-saving design and strategies arealso required to ensure the building performs as expected. Thispaper presents a comprehensive evaluation of the energyperformance at the Iowa Utilities Board and Office ofConsumer Advocate (IUB-OCA) building by examiningannual detailed submetered data.The IUB-OCA building is located in Des Moines, Iowa. Ithas two stories with a total gross area equaling 44,460 ft2(4130m2).Thebuilding featuresmanylow-energyandsustainabledesigns, and is certified as ENERGY STAR® 100 ratingand Leadership in Energy and Environmental Design(LEED®) Platinum rating. The one-year energy performanceevaluation shows the building total energy use intensity is only21.5 kBtu/ft2·yr (67.7 kWh/m2·yr). The study also examines theperformance of the building major components, including thebuilding envelope; operable windows; HVAC system, includinggeothermal heat pumps and energy recover ventilator;lighting and daylighting; plug loads; and the photovoltaicsystem. A postoccupancy survey was also conducted and theoccupants were generally satisfied with their work environment.
