One of the most difficult problems associated with building energy budget performance standards is the question of what constitutes compliance. Computer simulation has been used to analyze buildings for several years. However, their use for showing compliance with an energy design standard is in question. A certification process has been established in California for use with the California building energy regulations. The California certification procedure was developed after interaction with representatives of the energy analysis computer program industry at public workshops and with the assistance of consultants. It uses an example from the ASHRAE Handbook of Fundamentals and a standard small retail store model to test programs submitted for certification. After successful certification, a program may be used to show compliance with the energy budget standards.
