The Upper Occoquan Sewage Authority (UOSA) has had an asset register of individual equipment since its treatment plant was commissioned in 1978. This register is now used in the Computerized Maintenance Management System software, J.D. Edwards, which is capable of much more than just handling work orders and preventive maintenance. J.D. Edwards is also used by the Finance Department to process financial data and produce financial statements including future cash flow projections. With financial data and maintenance data in the same software, which the entire organization utilizes, no data needs to be duplicated and everybody will be using the same terminology. Traditionally it is the Operations and Maintenance (O&M) Division that is most interested in Asset Management from an equipment maintenance perspective. However, since one of the primary goals of Asset Management is to justify appropriate replacement funding, cash flow projections and other financial forecasts, UOSA needed to include accounting as well as maintenance staff on the Asset Management team. The Asset Management program at UOSA so far has been largely focused on populating and implementing both the financial module and the maintenance module of J.D. Edwards with additional data so that these two modules can be married and utilized for better managing the assets from a financial as well as a maintenance perspective. Using the same software to manage all aspects of the assets will enhance the information flow to analysts and managers so that they can make sound decisions about the assets and will allow decision makers to better identify, prioritize and manage needed investments in equipment and infrastructure.
