The scope of this document is limited to corrective and preventative maintenance activities in signal engineering, and includes component replacement (e.g. point machine renewals) undertaken by the maintenance organisation.

This document applies to those Network Rail personnel who are required to undertake on-site surveillance of signal engineering faulting and/or maintenance personnel, including those who have responsibility for undertaking surveillance of Network Rail employees, approved contractors and temporary employees undertaking corrective and/or preventative maintenance of signal engineering infrastructure.

This document provides information relating to the establishment of effective staff surveillance regimes to check that all signal infrastructure systems and their associated working practices remain in a state suitable to allow the safe and reliable operation of trains.

Purpose

This Level 2 document is intended to augment and amplify the responsibilities placed upon the Signal & Telecoms Maintenance Engineer as stated in Clause 8.3 Railway Group Standard GK/RT0210:-

Maintenance activities shall be subject to appropriate levels of verification and validation to confirm that maintenance specifications are correctly applied and remain fit for purpose.

' As such, this document sets out the principles and methods for the surveillance of signal engineering activities. This aim will be achieved by:

Applying a regime of staff surveillance thereby checking that the signal engineering competence of those working on the signal infrastructure are regularly monitored.
