This module has been created to support the professional development of all roles involved in ASPRO and contains the accountable Buildings and Civils frameworks which include the ASPRO management framework.

The ASPRO management framework contains competencies for individuals managing asset protection and supporting external parties with their rail related schemes.

The framework can be accessed by all Network Rail employees via the competence section in the Oracle e-business system.

This module should be read in conjunction with NR/L2/CIV/1000, NR/L1/CIV/094, NR/L2/CIV/095 and NR/L2/CIV/096.

The ASPRO competency framework contains the ‘core’ competencies required for ASPRO team members and this core framework is supported with the additional frameworks listed above. These should be used in conjunction with the core framework to raise the competency levels of all ASPRO team members based on the individual’s role (e.g. Network Rail Interface Manager (NRIM); Project management, Sponsorship, Construction Manager; construction management Engineer; engineering (non-civils), civils project engineering etc.)

Purpose 

This module contains the competence and assessment requirements for Asset Protection and Optimisation (ASPRO). The following steps are described: 

a) The process of ASPRO competence management; and 

b) the competence types and assessment methods. 

The provision and management of an active competence and assessment framework achieves the following: 

• defines the knowledge, skills and behaviours of the roles that engage across the ASPRO activities: rail related evaluations, designs and construction methodologies, assurance and management reviews of external party proposals; 

• supports safe, efficient and quality delivery and outputs from external parties; 

• defines competences and capabilities to support the development of the workforce; 

• provides pathways for succession planning and future career progression; 

• progression pathways tracked by competence, academic qualifications and professional qualifications across various parts of the business; and 

• supports decisions in minimising the impacts of safety, performance, reputational and environmental risk.
