Over many years, the County Sanitation Districts of Los Angeles County developed a main- frame-based, enterprise asset management (EAM) system to meet various procedural and integration needs. However, when they needed to improve business efficiency, they recognized that their legacy system did not support best practices for technology or business procedures. Making a change, they believed, would result in monetary savings and help comply with legisla- tion such as GASB 34. Ultimately, they desired to become a world-class, asset management organization. County Sanitation hired Westin to analyze their existing EAM program, compare it to industry best practices, then help them select a CMMS system to facilitate their EAM practices. The project began by identifying their business objectives and metrics. Through a comprehensive analysis, Westin identified existing maintenance processes, issues and alternatives for improvement. Westin then developed business requirements and specifications and delivered a strategic plan. Using best practices and experience, Westin is facilitating and guiding the EAM selection process. Westin is also developing an action plan of specific steps and responsibilities. Throughout the project, Westin has documented milestones, findings and overall project man- agement. Through this project, Westin has helped County Sanitation: avoid selection and implementation problems resulting from mismatched requirements and system capabilities; improve maintenance procedures to match industry best practices; reduce time to select an application and maximized staff personnel for selection; and, achieve a faster return on investment and receipt of benefits.
