This paper describes a technique to minimize electrical costs for water distribution, and examines a case study of a water system using this technique. The technique depends on scheduling reservoir filling to avoid pumping during high energy cost periods. The technique is described by first discussing standard techniques for reservoir control. The reservoir scheduling technique is defined and then operational aids are developed. The case study is based on water distribution in Reno, Nevada. The Westpac Utilities Division of Sierra Pacific Power Company recently completed installation of a new SCADA system that uses this reservoir scheduling technique. The case study will examine: operational characteristics of the Westpac Water Distribution System; the electrical rate structure; the expected cost savings from reservoir scheduling; and initial system operations observations.
