A PC based SCADA system is used by the El Paso Water Utilities/Public Service Board for its water distribution system. Recently, the Utility decided to enhance the system by acquiring new software and other components to increase reliability, reduce polling times, and provide increased functional operations from Central Control. This report describes the El Paso system and defines the approach taken to determine the specific needs of the system required to meet the project's objectives. Basic to the approach was the Predesign Report, which determined objectives and ascertained the components needed to accomplish the objectives. The approach developed the communication link to be used as well as requirements for DAC components. Eleven control strategies were developed based on the general and functional objectives of the utility. The control strategies consisted of graphical representations that showed the interrelationships of field devices at a particular type of site and software functions at the DAC component as well as at central control. A figure shows the radio communication system adopted to speed polling times.
