This standard applies to personal flotation devices (PFDs) for children intended for constant wear to increase the safety of children in situations where a drowning hazard exists.

This standard is based on data developed by the Univeristy of Ottawa under contract to the Department of Consumer and Corporate Affairs. This data is documented in two University of Ottawa reports: entitled:

1. "Criteria for Children's Water Safety Devices Based on Anthropometric and Buoyancy Measurements, Part B, The Design and Evaluation of Water Safety Devices for Children", dated June 1976 and

2. "Evaluation of Proposed Children's Water Safety Devices", dated October 1977.

Note: Personal flotation devices conforming to this standard provide varying degrees of assistance in the water. PFDs increase the chance of survival but do not guarantee it. It is recommended that a PFD be obtained suitable to the child's body type and size and that the device be worn whenever the child is engaged in water-related activities. It is intended that parental or other adult supervision be exercised to ensure that the device is properly fitted and worn.
