General

1.1.1

Application

This Standard addresses (a) electrical safety associated with the provision of health care; (b) building electrical installations for health care facilities; and (c) essential electrical systems for health care facilities.

Notes: (1) This Standard is not intended to apply to veterinary facilities, although its principles of electrical safety may prove useful in the design, construction, and operation of such facilities. (2) See Clause 2 for the definition of ""health care facility"".

1.1.2

Relationship to the Canadian Electrical Code, Part I The requirements of this Standard regarding installation cr iteria are supplementary to those stated in Sections 24 and 52 of the Canadian Electrical Code, Part I.

1.2

Electrical Safety

1.2.1

Areas This Standard applies within (a) patient care areas of health care facilities; and (b) areas or spaces outside of health care facilities that are intended to be used to provide patient diagnosis, treatment, or care involving intentional electrical contact of any kind between the patient and medical electrical equipment.

1.2.2

Electrical Equipment This Standard applies to (a) medical electrical equipment; (b) health care facility-owned nonmedical electrical equipment; (c) patient-owned electrical devices; and (d) the use and management of the equipment and installations in patient care areas. The electrical equipment may be portable or permanently connected.

1.2.3

Aspects of Electrical Safety This Standard deals principally with safety from the hazards of electric shock (see Appendix A). Other aspects of electrical safety, such as interference with proper operation and fire, are also addressed.

Note: The Canadian Electrical Code establishes the minimum requirements for a safe building electrical installation to supply utilization equipment in patient care areas, but does not state requirements for the number, arrangement, and circuit loading of branch circuits and receptacles required for the different procedures to be performed. Neither does it state requi rements for the use and maintenance of such installations. This Standard builds on the requirements of the Canadian Electrical Code and provides this additional information.

1.2.4

Medical Risks or Benefits The medical purposes, risks, or benefits of procedures or equipment are beyond the scope of this Standard, as they are the professional responsibility of health care practitioners. This Standard offers general guidelines to ensure the safe use of electrically operated equipment.

1.3

Building Electrical Installations This Standard applies to electrical installations within patient care areas of health care facilities.

1.4

Essential Electrical Installations

1.4.1

General This Standard applies to the design, installation, operation, and maintenance of the emergency supply required to provide emergency electrical power to those portions of the health care facility's electrical system in which the interruption of the normal supply would jeopardize the effective and safe care of its patients, and the safety of health care facility staff and the public.

Where guidance not contained in this Standard is required, it is intended that the requirements of CSA Standard CAN/CSA-C282 be applied. Where requirements in this Standard and CSA Standard CAN/CSA-C2 82 differ, it is intended that this Standard take precedence.

1.4.2

Purpose The purpose of this Standard is to reduce the hazards to patients, health care facility staff, and the public that may arise upon interruption of the normal electrical supply of a health care facility.

1.4.3

Exclusion This Standard does not include requirements for uninterruptible power supplies. Note: Uninterruptible power supplies may be required for specific critical applications (eg, critical care equipment, computer equipment).

1.4.4

Class A Health Care Facilities This Standard applies to Class A health care facilities.

1.4.5

Class B Health Care Facilities This Standard does not apply to Class B health care facilities. The requirements for emergency power systems in such facilities are addressed in CSA Standard CAN/CSA-C282.

1.4.6

Class C Health Care Facilities This Standard applies to Class C health care facilities under the conditions outlined in Clause 1.4.1.

1.5

Terminology In this Standard, ""shall"" indicates a mandatory requirement; ""should"" indicates a recommendation, or that which is advised but not mandatory. Notes accompanying clauses do not include mandatory or alternative requirements. The purpose of a note accompanying a clause is to separate from the text explanatory or informative material that is not properly a part of the Standard. Notes to figures and tables are considered to be part of the figure or table and are written as mandatory requirements.
