Planning for the long-term water and wastewater needs of a large and diverse state like Texas is a multi-faceted process. The Texas water Development Board, as the State's water resources planning and financing agency, is charged with making long range (50 year) estimates of future water and wastewater needs for each area of the State. The product of this planning process is the "Texas Water Plan" which is currently contained in a 1990 document entitle "Water for Texas - Today and Tomorrow." The document is updated every two years to reflect changing conditions and is completely revised on a regular basis as the need arises. In both the 1990 plan and the 1992 update, water conservation was a major consideration and many of the policy recommendations presented in both documents related to implementation of water conservation and water reuse practices.
