Energy retrofits in small and medium buildings are uncommon because the assessment cost is too high and energy conservation measure predictions are too uncertain. Moving beyond conventional lighting and simple-equipment retrofits yielding 10-20% improvement to achieve gains of 30-50% is not conceivable under current market conditions and without significant proof of performance.
